would've thought music creates what all that says, not expresses it - e.g. you don't listen to a sad song when you're happy, otherwise you'd get depressed.

I think... the picture is for people who make music. Not for the people who listen to it.
And I also think that it specifies the actual music, not the lyrics.
Because sometimes you can't express the way you feel with words or, um, words that are used to describe emotion. Or you can, but you just can't do it in the right way.
Music can do that. You don't need words to tell people the way you are.
The notes in music can say so much more than words.
